CONCEPT PAPER ON ADDRESSING A UNIQUE APPRAOCH IN ACHIEVING THE MELLENIUM DEVELOPMENT GOALS

INTRODUCTION

At the United Nations Millennium Summit, world leaders put development at the heart of the global agenda with the Millennium Development Goals (MDGs), setting clear targets for reducing poverty, disease, hunger, illiteracy, environmental degradation and discrimination against women by 2015. On the ground in virtually every developing country, UNDP uses its global network to help the UN system and its partners to raise awareness and track progress, while connecting countries to the knowledge and resources they need to achieve these goals.

CROSS OVER PROJECT (COP) (NPO), A SECTION 21 ORGANIZATION; as part of the mission and vision of the organization COP aims to address each one of the above mentioned targets through one concern which is currently choking the efforts already being implemented by many different organizations. THE CONCERN IS THE ISSUE OF DRUG ABUSE AMID OUR CHILDREN, AND SOCIETY, which has become a major concern to development.

DRUGS ARE A MAJOR CONTRIBUTING FACTOR TO POVERTY, DISEASE, HUNGER, ILLITERACY, ENVIRONMENTAL DEGRADATION AND DISCRIMINATION AGAINST WOMEN.

Based on the above statement, women who are the ones who bare the brunt and are directly affected by the depressing actions caused by children on drugs are calling for mass action against drug abuse. Women all over South Africa have had enough of the pain that is caused by the children who are on drugs in the society.

The impact of Drug abuse is still to be researched thorougly, currently studies show that the following are the direct results of drug abuse: * Children born with a deformity, increase in the spread of HIV which causes AIDS, escalation of crime, retardedness of drug abusers increase, influences poverty, the list is endless. We are therefore committed to address this particular driver of the epidemic to the fullest in the nine provinces of South Africa with a vision of going Globally upon a sucessfully achieved National Program. We hope to decrease the number of youth who are on drugs by 50% by 2015, We aim to have at least 50 youth on a skills program at each provincial drop in centre program, who are under rehabilitation from drug abuse. We also aim to empower the parents in recovering all the losses they have gone through because of the drugs causing youth to sell even braai packs from the fridge, clothes, cutlery in the house, any little thing they find that can buy them drugs bring poverty into the home. Parents will attend a capacity building workshop to develop their skills and recovering loss goods.

AIMS OF THE MASS CAMPAIGN

1.We aim to draft a memorandum against drug abuse and to have a signed petition from each participating region.
2.To conduct a survey in all 15 regions of South Africa on the impact of drugs in the household and in the community.
3.Present the survey results and the signed petitions to Former President Nelson Mandela for his approval and endorsement of the memorandum.
4.To adopt a law and act that states that Drug Lords should be sentenced to death or face the electric chair.
5.To adopt a law and act that states Children caught with drugs to be sentenced to life in prison.
6.These laws are aimed at the liberation of our children from becoming drug addicts, criminals, rapist, murders, illiteracy, HIV/AIDS and all the bad things associated with drug abuse.

STRATEGY AND METHODOLOGY OF THE MASS ACTION CAMPAIGN

Empowerment strategy for drug survivors (PARTNERS DEALING WITH THIS AREA OF INTERVENTION TO BE IDENTIFIED AND SUPPORTED BY GOVERNMENT TO IMPLEMENT SKILLS TRAINING, ACCORDING TO THE WISHES THE VICTIMS POSSESED BEFORE DRUG ADICTION)

STEP TWO:

IDENTIFY MASS MEDIA TO ADVERTISE EVENT NATIONALLY ON TV, INTERNET, RADIO, POSTERS, BROCHURES, PAMPHLETS AND CAPS AND T-SHIRTS INCLUDING RIST BANDS AND CAR BUMPER STICKERS.

WHAT DO YOU CHOOSE LIFE OR DEATH? WE CHOOSE LIFE FOR ALL. YOU HAVE A RIGHT TO LIFE AND NOT TO BE KILLED BY DRUGS. WE HAVE A LIFE TO LIVE IN A FREE DEMOCRATIC SOCIETY FREE FROM DRUGS, CRIME, MURDER, DISEASE, POVERTY, HUNGER, ILLITERACY, ENVIRONMENTAL DEGRADATION AND DISCRIMINATION AGAINST WOMEN.

STEP FOUR:

Call for National meeting with all the identified regional Coordinators to develop an action plan. National Coordinator to visit all the regions to conduct the initial survey and to collect petition signed by concerned parents. The initial visit should last at least two days per region. The visit entails setting up the regional satellite office, with all the relevant equipment required to run an office smoothly. Negotiate with existing structures for office space.
